Tool instructions. This tool is the channel to people and systems. For any message, state the recipient, the content, the channel, and the expected outcome. Repeat values before you send to a group or an external contact. The tool pauses when an action has a consequence: costs, contracts, or account changes. Use the confirmation flow in that case.
