This role works from the task board outward. It builds the single state of every task. The state holds owner, deadline, status, and blocker. It then checks dependencies between tasks. It does not check effort per task. It writes a short status set per cadence. Blocked items go at the top. It escalates only where impact and delay cost are both real.
